Getting Your Digital Certificate (Certificado Digital) in Spain

Spain runs on bureaucracy, and increasingly that bureaucracy runs online. The certificado digital (digital certificate) is your electronic identity — a cryptographic file installed on your computer or phone that lets you interact with government agencies, file taxes, check your social security status, and complete dozens of official procedures without visiting an office.
For international students, getting this certificate is not urgent on day one. But within your first two months, you will encounter a situation where having it saves you hours of waiting in line. This guide walks you through the process.

What Is the Certificado Digital?
The certificado digital de persona fisica is an electronic certificate issued by the FNMT (Fabrica Nacional de Moneda y Timbre — Spain's Royal Mint). It is essentially a digital signature that proves your identity when interacting with Spanish government websites.
Think of it as a digital version of showing your ID card at a government office. Instead of going in person, the certificate authenticates you online.
What It Unlocks
With a certificado digital, you can:
- File taxes (modelo 030, IRPF declarations) through the Agencia Tributaria website
- Check your social security status and contributions on the Seguridad Social portal
- Access healthcare records and manage appointments through your regional health service
- Download official certificates (empadronamiento, tax residency, etc.) without visiting an office
- Sign documents electronically with legal validity in Spain
- Complete immigration procedures on the Sede Electronica of the Oficina de Extranjeria
- Register for government programs, scholarships, and aid
- Access university administrative portals that require identity verification
Without it, you will need to visit government offices in person for most of these tasks — which means booking citas previas, waiting in lines, and losing half-days to bureaucratic errands.
Certificado Digital vs. Cl@ve: What Is the Difference?
Spain has two main digital identity systems. Here is how they compare:
Certificado Digital (FNMT)
- What it is: A cryptographic certificate file (.p12 format) installed on your device
- How you get it: Request online, verify in person at an office, download and install
- Validity: 4 years
- What it works with: Almost all Spanish government portals (Agencia Tributaria, Seguridad Social, regional governments, universities, etc.)
- Portability: You can install it on multiple devices and export/import it
- Best for: Full access to all government services, long-term use
Cl@ve PIN
- What it is: A temporary access code sent to your phone via SMS
- How you get it: Register online or in person, then request a PIN each time you need to log in
- Validity: PIN expires in minutes. Registration lasts until you deactivate it.
- What it works with: Many (but not all) government portals. Some services specifically require the certificado digital.
- Best for: Quick occasional access to government services
Cl@ve Permanente
- What it is: A username + password system (like a regular login) with optional two-factor authentication
- How you get it: Register in person at a government office (Seguridad Social, AEAT) or via video call
- What it works with: Similar coverage to Cl@ve PIN, with some additional services
- Best for: Regular access without installing certificates
Our Recommendation
Get the certificado digital. It works everywhere, lasts four years, and eliminates the need for repeated office visits. Cl@ve PIN is useful as a backup or for quick one-off tasks, but the certificado digital is the gold standard.
Requirements
To get a certificado digital as a foreign national in Spain, you need:
- NIE (Numero de Identidad de Extranjero). This is printed on your visa sticker or TIE card. You cannot get a certificado digital without a NIE.
- Valid email address (you will receive your certificate download link via email)
- A computer with a web browser (Firefox or Chrome recommended). The initial request must be made from a computer — not a phone.
- In-person appointment at a verification office (see step 3 below)
Step-by-Step: Getting Your Certificado Digital
Step 1: Request the Certificate Online
- Go to the FNMT website: https://www.sede.fnmt.gob.es/certificados/persona-fisica
- Click "Obtener Certificado" (Get Certificate)
- Select "Solicitar certificado" (Request certificate)
- Choose the option for extranjeros (foreigners) if prompted, or enter your NIE number
- Enter your NIE, first name, last name, and email address
- Submit the request. You will receive an application code (codigo de solicitud) on screen and via email.
Important: Save the application code. You will need it for the in-person verification step.
Technical note: The FNMT website generates a cryptographic key pair during this step. This means you must download and install the final certificate on the same computer and browser you used to make the request. Do not use a different computer for the download step.
Step 2: Book an In-Person Verification Appointment
You need to verify your identity in person at an authorized office. These include:
- Agencia Tributaria (AEAT) offices — the tax agency. This is the most common option.
- Seguridad Social offices
- Some municipal offices (Ayuntamientos) and other authorized entities
To book an appointment:
- Go to the AEAT cita previa system or the relevant office's appointment page
- Select "Certificado digital / Acreditacion de identidad FNMT" as the appointment type
- Choose a location and time slot
Tip: AEAT offices in university cities tend to have shorter wait times for appointments than Seguridad Social offices. Book as early as possible — appointment slots fill up.
Step 3: Attend the Verification Appointment
Bring the following to your appointment:
- Your NIE document (TIE card, NIE certificate, or passport with NIE visa sticker) — original
- Passport — original
- Application code (the code you received in Step 1 — printed or on your phone)
The appointment is quick (10-15 minutes). The staff member verifies your identity, checks your documents against the application, and approves the certificate request in their system.
Step 4: Download and Install the Certificate
After your identity is verified (usually within 1-24 hours), you will receive an email from FNMT with a link to download your certificate.
- Open the email on the same computer and browser you used in Step 1
- Click the download link
- The certificate (.p12 file) will download to your computer
- Install it in your browser's certificate store:
- Firefox: Settings → Privacy & Security → Certificates → View Certificates → Import
- Chrome/Edge: The certificate is stored in your operating system's certificate store. On macOS, use Keychain Access. On Windows, the import wizard should launch automatically.
Step 5: Back Up Your Certificate
This is critical. If you lose the certificate file or change computers without exporting it, you will need to repeat the entire process.
- Export the certificate as a .p12 file with a strong password
- Save it to a USB drive, cloud storage, or both
- Remember the export password — you will need it to install the certificate on new devices
Common Problems and Solutions
"My NIE format is not recognized"
The FNMT system sometimes rejects NIE numbers entered with certain formats. Try entering it:
- With the letter prefix: X1234567A
- Without spaces or dashes
- If your NIE starts with X, Y, or Z, try all three letter variations (this is a known system quirk)
"I cannot download the certificate on a different computer"
This is by design. The cryptographic key pair is tied to the browser session where you made the initial request. You must use the same computer and browser for the download. After installation, you can export the certificate and import it on other devices.
"My certificate expired or was revoked"
Certificates expire after 4 years. You can renew online if your current certificate is still valid. If it has already expired, you need to start the process from scratch (new request, new in-person verification).
"The FNMT website does not work properly"
The FNMT website is notorious for compatibility issues. If you encounter problems:
- Try Firefox (often works better than Chrome for Spanish government sites)
- Disable ad blockers and VPNs
- Use a Windows or macOS computer (Linux can have certificate store complications)
Setting Up Cl@ve as a Backup
While you are at the AEAT or Seguridad Social office for your certificado digital verification, you can also register for Cl@ve in the same appointment. Ask the staff member to register you for Cl@ve Permanente — it takes an extra 5 minutes and gives you a backup access method.
For Cl@ve registration you need:
- NIE document (original)
- Spanish phone number (for SMS verification)
- Email address

When Will You Actually Use It?
Here are the most common scenarios where international students use their certificado digital:
- Tax season (April-June): Filing your modelo 100 (IRPF) if you worked part-time, or your modelo 030 to register your tax address. See our tax obligations guide.
- Healthcare: Accessing your medical records, downloading your tarjeta sanitaria virtually, or managing referrals online.
- Immigration: Checking the status of your TIE application or other immigration procedures on the Extranjeria portal.
- University admin: Some universities require digital certificate authentication for certain administrative processes.
- Employment: If you get a part-time job, you may need the certificado digital to check your social security contributions or download your vida laboral (employment history).
Common Mistakes to Avoid
- Waiting too long to get it. You will not need it on day one, but by month two you will wish you had it. Start the process as soon as you have your NIE.
- Using a different computer for the download. The certificate must be downloaded on the same computer and browser where you made the initial request.
- Not backing up the certificate file. If your computer dies or you switch devices, you lose access. Export and back up immediately.
- Confusing certificado digital with Cl@ve. They are different systems. The certificado digital gives you broader access. Cl@ve is a useful complement but not a replacement.
- Expecting the FNMT website to be user-friendly. It is not. Use Firefox, be patient, and follow each step carefully.
