Registering at the Oficina de Extranjeria in Spain

The Oficina de Extranjeria is Spain's immigration office for foreign nationals. If you are an international student from outside the EU, this is the office responsible for processing your TIE (foreigner identity card), handling visa renewals, and managing your official status in Spain.
It is also, by reputation, one of the most frustrating government offices you will encounter. Long waits for appointments, confusing requirements, and crowded offices are the norm in large cities.

What the Oficina de Extranjeria Does
The Oficina de Extranjeria handles all immigration-related procedures for foreign nationals in Spain. As a student, the most common reasons you will interact with this office are:
- TIE application (Tarjeta de Identidad de Extranjero): Your physical foreigner identity card. You must apply within 30 days of arriving in Spain. See our detailed NIE/TIE guide.
- Visa renewals/extensions (prorrogas de estancia): If you are continuing your studies and need to extend your stay.
- Changes of immigration status (modificacion de situacion): For example, switching from a student visa to a work visa after graduation.
- Work authorization: If your employer needs to process additional work permits beyond your student visa's built-in 20-hour authorization.
- Fingerprinting (toma de huellas): Required for your TIE card production.
When Do You Need to Go?
Within 30 Days of Arrival: TIE Application
This is the most time-sensitive interaction. Spanish law requires non-EU students staying longer than 6 months to apply for their TIE within 30 days of entering Spain.
The TIE process typically involves two appointments:
- First appointment: Submit your TIE application (formulario EX-17), supporting documents, and fee payment (tasa 790 codigo 012).
- Second appointment (toma de huellas): Fingerprinting session. This may happen at the same visit or require a separate appointment, depending on the province.
Before Your Visa Expires: Renewal
If you are continuing your studies, you must apply for a visa renewal (prorroga de estancia por estudios) before your current visa expires. Start the process at least 60 days before expiration — appointment availability can be scarce.
After Graduation: Status Change
If you want to transition from a student visa to a job search visa (autorizacion de residencia para busqueda de empleo) or a work visa, this is also processed through Extranjeria.
How to Get a Cita Previa at Extranjeria
Getting an appointment at the Oficina de Extranjeria is often the hardest part of the entire process. In major cities like Madrid and Barcelona, appointment slots can be fully booked for weeks.
The Official Process
- Go to the Sede Electronica del Ministerio de Inclusion, Seguridad Social y Migraciones
- Navigate to the cita previa system for Extranjeria
- Select your province
- Choose the procedure you need (e.g., "Toma de huellas", "Expedicion de tarjeta de identidad de extranjero")
- Enter your personal details (NIE, passport number, name)
- Select a date and time from the available slots
The Reality
In high-demand provinces, available slots appear and disappear within minutes. Here are strategies that actually work:
- Check early in the morning (7:00-8:00 AM). New slots are often released overnight or early morning.
- Check multiple times per day. Cancellations create new openings throughout the day.
- Try different office locations within your province. The main city office may be full, but satellite offices may have availability.
- Be persistent. It may take days of checking before you find a slot. This is normal, if frustrating.
- Do NOT use unauthorized third-party appointment services. Some websites and individuals sell Extranjeria appointments. This is against the rules and can result in your appointment being cancelled. Use only the official government website.
Documents to Bring
The exact documents depend on your procedure, but for a TIE application (the most common student visit), bring:
- Formulario EX-17 (TIE application form) — filled out and signed
- Passport (original + complete photocopy of all pages)
- Passport-sized photos (recent, white background, per Spanish specifications)
- Empadronamiento certificate (recent — ideally less than 3 months old)
- University enrollment certificate (certificado de matricula)
- Proof of financial means (bank statements, scholarship letter)
- Health insurance certificate (private insurance policy or convenio especial)
- Tasa 790 codigo 012 (fee payment receipt — approximately EUR 16). Pay this at a bank before your appointment.
- Original visa (the visa sticker in your passport)
Bring originals AND photocopies of everything. Extranjeria staff will keep the photocopies and return your originals.
What to Expect at Your Appointment
Arrival
- Arrive 15-30 minutes before your appointment time.
- There will be a queue even with an appointment — the system processes people in waves.
- Bring a book, your phone charger, or something to pass the time.
The Appointment Itself
- A staff member calls your number or name.
- They review your documents one by one.
- If anything is missing, they will tell you — and you may need to return with the missing document on a different day.
- If everything is in order, they accept your application and give you a receipt (resguardo).
- For TIE applications: your card will be ready for collection in 30-45 days. You will receive a notification or can check online.
Language
Extranjeria staff generally speak Spanish only. If your Spanish is limited:
- Bring a Spanish-speaking friend or colleague
- Have key phrases written down
- Use a translation app for real-time help
The staff are used to dealing with people who do not speak Spanish fluently. Be patient and polite, and most will try to communicate clearly.
The Sede Electronica: Online Alternative
Some Extranjeria procedures can now be completed online through the Sede Electronica (electronic portal) of the Ministry of Inclusion. This requires a certificado digital or Cl@ve PIN.
Online procedures include:
- Checking the status of your TIE application
- Submitting certain renewal applications
- Downloading certificates and receipts
Not everything can be done online — fingerprinting, for example, always requires an in-person visit. But the Sede Electronica can save you trips for informational or documentary procedures.

Common Mistakes to Avoid
- Missing the 30-day TIE application deadline. Start looking for a cita previa as soon as you arrive — do not wait until week three to begin the process.
- Showing up without all documents. A single missing photocopy can mean rebooking an appointment weeks later. Check the document list twice before leaving home.
- Not paying the tasa 790 in advance. The fee must be paid at a bank before your appointment, not at the Extranjeria office. Download the form from the AEAT website, take it to any bank, and pay. Bring the stamped receipt to your appointment.
- Using unofficial appointment brokers. They exist, they charge money, and they can get your appointment cancelled. Use only the official system.
- Panicking if your TIE takes longer than expected. The resguardo (receipt) you receive at your appointment serves as proof that you have applied. Together with your passport and visa, this is sufficient documentation while you wait for the card.
