Valencia City Admin: Empadronamiento, NIE, and TIE Offices for International Students

Administrative procedures are the least glamorous part of moving to Valencia, but getting them done correctly and in the right order will determine whether the rest of your time in Spain runs smoothly. The three core procedures — empadronamiento, NIE, and TIE — are sequential and interdependent. A delay in one creates a bottleneck in all the others.
This guide explains each procedure, the specific offices in Valencia where you complete them, the documents you need at each step, and the realistic timelines to expect in 2026.
Understanding the Three Core Procedures
Before diving into specifics, a brief overview of what each procedure is and why it matters:
Empadronamiento (municipal registration): You register your address with the Valencia city council (Ajuntament de Valencia). This gives you a certificado de empadronamiento, which you will need for almost every subsequent procedure — including opening a bank account, getting a Spanish phone contract, and applying for the TIE.
NIE (Número de Identidad de Extranjero): Your foreigner identification number in Spain. Non-EU students usually receive this automatically when their student visa is issued. EU/EEA students need to actively request it after arriving. This number appears on all official documents and is required for the TIE, tax registration, and any formal contract.
TIE (Tarjeta de Identidad de Extranjero): Your physical residence card. Required for non-EU students staying more than 90 days. It proves your legal right to remain in Spain for the duration of your studies and is required for many banking, housing, and employment procedures.
Step 1: Empadronamiento
What It Is
The empadronamiento registers you as a resident at a specific address in Valencia. It is not a visa procedure — it is a municipal register. You can empadronarse even before you have a TIE.

Book your appointment online at the Ajuntament de Valencia website under "Padro Municipal d'Habitants." Walk-in queues exist but waits can exceed 2 hours at peak times in September.
Documents Required
- Original passport (plus photocopy of the photo page)
- Rental contract (contrato de alquiler) signed by both tenant and landlord, showing the address where you are registering — OR a letter from your landlord (autorización de empadronamiento) if you are not the primary tenant
- NIE or student visa (if you have one at this stage — not strictly required but helpful)
If you live in a student residence: the residence will typically provide you with a letter confirming your accommodation. Ask the reception for this document before your OAC appointment.
Process and Timeline
Most empadronamiento appointments in Valencia take 15–20 minutes. You fill out the form (hoja de empadronamiento), present your documents, and receive a dated receipt on the same day. The official certificado de empadronamiento (the document you will use for other procedures) can be obtained immediately at the same office or printed from the online portal within 1–2 business days.
Important: You need a certificado de empadronamiento dated within the last 3 months for the TIE appointment. Do not get it too early.
Step 2: NIE (for EU Students and Anyone Who Needs It)
Non-EU students who arrived on a student visa already have their NIE assigned — it appears on the visa label in your passport. You can skip directly to the TIE section.
EU/EEA students must actively request the NIE certificate (Certificado de Registro de Ciudadano de la Unión) after arriving.

Process and Timeline
NIE certificates for EU students are typically issued on the same day or within 1–3 business days at the extranjería. The certificate is a single A4 page — keep the original safe and make multiple copies, as you will need it repeatedly.

Step 3: TIE (Tarjeta de Identidad de Extranjero)
The TIE is the physical residence card issued to non-EU students. It is the document you will use to prove legal residence in Spain on a daily basis.

This is the primary station for TIE processing in Valencia.

For most UPV students, the Camino de Vera station is more convenient. UV students at Blasco Ibáñez may find the Rambla station faster to reach.
Documents Required (Non-EU Students)
Bring originals AND photocopies of every document:
- Valid passport
- Student visa with the E-7 or equivalent sticker confirming entry
- EX-17 form (application for TIE) — completed and signed
- Certificado de empadronamiento dated within the last 3 months
- University enrollment certificate (certificado de matriculación) for the current academic year
- Proof of sufficient economic means: scholarship certificate, bank statement showing minimum balance, or letter from your sponsor
- Private health insurance certificate valid in Spain (required for non-EU students; it must explicitly state coverage in Spain for illness and injury)
- 1 recent passport-size photograph (white background, 35x45mm)
- Payment receipt of Tasa 790 codigo 012 — approximately €16.50 (paid at a bank before the appointment)
Booking the TIE Appointment
Go to: cita.policia.es — select "Policia Nacional → Toma de Huella (Tarjeta de Residencia)" and choose Valencia.
Appointments fill rapidly in September and October. If you cannot find availability, check at exactly 00:01 on the first of each month, as new slots are released monthly. You can also try the early morning hours (08:00–09:00) when cancellations become available.
Process and Timeline
The TIE appointment itself takes 10–15 minutes. They take your fingerprints (biometric enrollment), verify your documents, and give you a receipt. The physical card takes 30–45 days to be printed and delivered to the police station. You return to collect it with your receipt and passport. While you wait, your passport + TIE receipt serves as your proof of legal residence.
Important: Do not leave Spain for more than 90 days while waiting for your TIE card, as entry complications can arise.
Additional Administrative Procedures
Spanish Tax Number (NIF)
If you receive any income in Spain — research contract, scholarship, part-time work — you will need to register with the Agencia Tributaria (Spanish tax authority). Your NIE number doubles as your NIF (Número de Identificación Fiscal) for individuals. Registration is done at:

Spanish Bank Account
Opening a bank account requires your passport, NIE, and certificado de empadronamiento. Recommended options for students:
CaixaBank: Widespread ATM network across Valencia, student account with no monthly fees. Main branch near the city center at Plaça de l'Ajuntament.
BBVA: Student account (Cuenta BBVA Online) with no fees and a good mobile app. Branch at Carrer de Colom, 20.
N26 / Revolut: Digital banks that accept non-EU residents with a student visa. No Spanish bank account required initially, which makes them useful for your first 2–4 weeks before you complete empadronamiento. However, they cannot process domiciliaciones (direct debits from Spanish institutions), which limits their usefulness for rent payments and Valenbici registration.
NIE and Visa Extension
If your program extends beyond the validity of your student visa or your initial TIE, you must apply for renewal at least 60 days before expiry. This is done at the same extranjería office (Carrer de Bailén, 9). Start the renewal process early — processing times in Valencia average 4–8 weeks.

Practical Tips
Photocopy everything before your appointment. Spanish administrative offices typically require one original and one photocopy of each document. Bring extra copies.
Use Google Translate on your phone. Most Valencia administrative staff speak Spanish and Valencian. Some offices have English-speaking staff, but not all. Having a translation app ready speeds things up significantly.
Keep all receipts. Your tasa payment receipts, appointment confirmation emails, and application receipts are legal proof of your application status. Store them in a folder — physical and digital copies.
If your appointment falls in September, book as early as possible. The September-October period sees the highest volume of international student arrivals and appointment availability drops sharply. The extranjería at Carrer de Bailén often has no September availability before mid-July.
Ask your university's international office for help. Both UV (Servei de Relacions Internacionals, Campus de Blasco Ibáñez) and UPV (Oficina de Relaciones Internacionales, Edificio 8J, Vera campus) have staff dedicated to helping international students with administrative procedures and can sometimes facilitate appointments through institutional channels.
